Sürdürülebilirlik Odağında Yerli Elektrikli Taşıtlar için Kredi Düzenlemesi
Günümüzde hayat tarzından iş modellerine, üretimden tüketime çok yönlü bir yeşil dönüşüm yaşanması artık tercihten ziyade bir zorunluluk halini almıştır. İklim değişikliğiyle mücadele kapsamında “sürdürülebilirlik” konusunda fark yaratacak uygulamaların hayata geçirilmesi ve tüm ekosistemi bunun bir parçası haline getirecek adımların atılması kritiktir. Bu bakımdan “doğuştan elektrikli” ve “sıfır emisyonlu bir teknoloji hayata geçirmek” üzere yola çıkılan Türkiye’nin Otomobili Girişim Grubu (TOGG) projesi, ülkemizin yeşil teknoloji sahasında atılmış önemli bir adımdır. Daha temiz ve daha yeşil bir gelecek için ülkemizde TOGG gibi projelerin desteklenmesi, devamlılığının sağlanması ve sayılarının artması stratejik önceliktedir. Zira sürdürülebilir bir dünya için karbon salınımının azaltılmasına, çevreci enerjinin büyümesine yönelik önemli katkılar sağlayacak bu adımlardan birisi “elektrikli araç” kullanımının yaygınlaşmasıdır. Nitekim dünyadaki gelişmelere baktığımızda Amerika Birleşik Devletleri (“ABD”) Çevre Koruma Ajansı (U.S. Environmental Protection Agency (“EPA”), iklim kriziyle mücadelede otomobil emisyonlarının azaltımı, elektrikli araçların daha fazla tercih edilmesi için 12.04.2023’te bir dizi yeni kural gündeme getirmiştir. Söz konusu kurallar araç firmalarının üretimlerinde içten yanmalı motoru çıkaracak şekilde yeniden tasarlamasını gerektirecek ve otomobil üreticilerini elektrikli araçlara daha fazla yatırıma sevk edecek düzenlemelerden oluşmaktadır. Otomobil endüstrisinde büyük bir değişime zemin hazırlayabilecek bu kuralların yasalaşması halinde ABD’deki emisyon miktarının radikal düzeyde azalması beklenmektedir.
Yeşil dönüşüm için “düzenlemelerin dönüştürücü gücünün kullanımı” önemli bir araçtır. Bu açıdan ülkemizde 19.07.2019 tarihli Resmi Gazete’de yayımlanan 7186 sayılı Torba Kanun uyarınca 5520 sayılı Kurumlar Vergisi Kanunu’na eklenen geçici 12.madde ile ülkemizde elektrik motorlu otomotiv markalarının üretilmesinin ve yurt içinde tercih edilirliğinin vergisel yönden desteklenmesi amacıyla düzenlemeye gidilmesi misal olarak verilebilir. Yine ülkemiz finans sektörü içerisinde önemli bir ağırlığa sahip bulunan bankacılık sektörü; kaynak tahsisinde oynadığı kritik rol nedeniyle sürdürülebilir ekonomiye geçiş açısından yüksek önemdedir. Bu bakımdan Bankacılık Düzenleme ve Denetleme Kurumu’nun (“BDDK”) 2022 – 2025 dönemini kapsayan “Sürdürülebilir Bankacılık Strateji Belgesi’ndeki sürdürülebilir finansmanın geliştirilmesi amacı ışığında teşvik edici mekanizmaların yaygınlaştırılması kritiktir. Bu doğrultudaki adımlardan biri olarak Türkiye’deki TOGG gibi projelerin desteklenerek finansmanında kolaylık sağlanması için yerli elektrikli taşıtlar için kullandırılacak kredilerin sınırlarında değişiklik getiren 27.04.2023 tarihli ve 10586 sayılı Bankacılık Düzenleme ve Denetleme Kurulu Kararı önemlidir.
BDDK’nın 10586 sayılı Kararı ile Türkiye’de – 5520 sayılı Kurumlar Vergisi Kanunu’nun geçici 12.maddesi kapsamına giren mükelleflerce – üretilen sadece elektrik motorlu taşıtlar için kullandırılacak kredilerin sınırlarına yönelik değişiklikler karşılaştırmalı olarak aşağıdaki tabloya yansıtılmıştır:

İklim değişiminin etkileri günden güne daha çok hissedilir hale gelirken, iklim değişikliği ile mücadele ve yeşil teknolojik dönüşüme yönelik atılan adımların hız kesmeden devam etmesi kritiktir. Bu bakımdan çevre dostu yeşil teknolojilerin geliştirilmesi ve devamlılığı için BDDK gibi güzide kurumlarımızın sahip olduğu “düzenlemelerin dönüştürücü gücünü” kullanması giderek daha önemli hale gelecektir. Zira yeşil teknolojiler sağlıklı doğa ve temiz hava ile bir taraftan hayat kalitesini yükseltmesi diğer taraftan getireceği yeni iş imkanları ile ülke kalkınması için de stratejik önceliktedir.
